Doesn't tannerite need a high velocity impact to detonate? I guess it could be added to a pipe bomb to give it more power. Seems kind of strange that they would find traces of ammonium nitrate and aluminum powder and then just conclude it was a tannerite bomb.

It does, this might not have been a purely Tannerite explosion. However, I’ve read that blasting caps will also set it off.
