Well in SC you can have
2 Watchers per 1000 registered voters, or fraction there of.
Each Watcher must:
Be a qualified voter in the county where he/she is to watch.
Be certified to the poll manager to which assigned. It must be in writing and signed by the candidate or appropriate party
Wear an ID badge not to exceed 41/2"x41/2" and have the name of the candidate or party they represent, must not have florescent quality
Conduct himself in a manner that will not interfere with the orderly conduct of the election.
Here in York county we suggest you attend poll manager training class.
Since elections are a public process, anyone can and should be allowed to observe under certain conditions
