Most “minority businesses” are just pass-throughs; they are set up to funnel procurement dollars through a “diverse” business that adds cost but no value to the transaction. The operations are often comprised of a figurehead minority person owner and a clerk to answer the phone in a makeshift office.

don't forget the trucking industry.....Wives took over lots of small companies to get “minority status” Federal contracts...
