One expert witness, Paul Rosenzweig, predicts fireworks during the First Panel:
"I will be testifying as well, but on the second panelthe fireworks will be on the first panel, I'm sure."
The first panel will include many in favor of multinational oversight for ICANN, and the questioning will likely get hot.
While many in congress trust President Obama's plan, Paul Rosenzweig noted: "The Chairmen of the four relevant committees (Senate and House, Judiciary and Commerce), however, have called for the administration to reconsider its decision."

While the Second Panel might not be as fiery I hope to obtain a transcript of Paul Rosenzweig's testimony.
His articles in Heritage have been published all the way back to 1977. He's one of those wicked-smart kind of guys who Wikipedia frequently mentions and yet I can't find a page in Wikipedia that covers his bio. [Do they fear his intellectual firepower that much?]
He's been deep in Homeland Security and Cyber-Security for a long time.

He's suggesting a compromise: a trial period to see how things work out before permanently releasing ICANN to international control. He's also been offering suggestions in the planned 'accountability' process which Obama plans.

He served as Deputy Assistant Secretary for Policy in the Department of Homeland Security.
And he currently leads a team that continues to consult Homeland — founder of Red Branch Consulting PLLC, a homeland security consulting company.
He is a Distinguished Visiting Fellow at the Homeland Security Studies and Analysis Institute.
You could imagine his formal education, which is impressive. He participates in the Lawfare Blog for those who are curious.

Can someone explain to me how it is that Obama has the power to determine who’s in control of the Internet? If that isn’t an example, par excellence, of dictatorial power I don’t know what is.
The way everything has gone in the past with 0bama getting his way, either by ignoring Congress and issuing E.O.'s, or the ball-less Congress too afraid to confront him and caving to his every unconstitutional mandate, now is the time to act.
I'm not optimistic that these hearings will have any effect on the ultimate outcome.

He is only out for himself. Mike Lee and him aren't conservative anymore since they won't endorse Trump. They just grandstand to try to get attention. Also, Cruz's dad helped kill Kennedy. And his wife is a globalist. Whatever position he is advocating is somehow helping the globalists. Also, he is too Christian. He looks so stupid when he prays in public.
He said bad things about Trump during the campaign so there is no way that he could EVER, EVER do anything worthwhile EVER again in his entire life.

Easy-to-Understand Summary of Internet Giveaway
Few people understand how the internet runs, but we all know what ‘web pages’ are. That’s where we ‘surf’ for information.
And the devil is in the details. Those pages are organized through domain names [including the pages of this forum].
ICANN runs the domain name system. And its contract with the US federal government limits ICANN’s ability to meddle with peoples’ ownership. Europe now recommends changing that. They want to use ICANN as the vehicle for a globalist network to police the internet [aka Hillary’s Internet Gatekeeper]. That way they can suppress ‘hate speech’.
China is also holding secret talks with ICANN.
The federal government need only renew that contract by September 30 or ICANN becomes a ‘free agent’ which can secretly wheel and deal with anyone on earth.

I think it would be prudent to assume they’ve already set up an Internet monitoring gateway platorm that will be administered by whoever takes the reigns of the Internet. I wouldn’t be surprised if the plan will be administered by the UN though it may appear to be a separate entity. I don’t trust this administration one iota. It is comprised of too many paid off globalists with too much money (stolen from taxpayers) that are hellbent upon bringing the NWO upon us. Abandoning the Internet and giving it away to “whomever” makes no sense at all. It’s not an adequate explanation as to who’s going to be controlling the reigns or why it was even necessary. I smell something here and it’s not good. Not good at all.

It boils down to the Executive Branch needing to sign a contract renewal that keeps ICANN locked in.
But frankly, it’s not even clear if congress is willing to insist that Obama do it according to Paul Rosenzweig.
All four relevant chairmen say that there are too many unanswered questions. So I do hope that congress makes its position clear after today’s hearing.
ICANN complains that congress is trying to renig on some kind of ‘agreement’. And one thing is for certain — whatever Obama plans we should view as IEDs ready to hurt someone or something important.

The multistakeholder model is intended to allow virtually all users, in the public and private sector, to participate in Internet governance — as opposed to a “multilateral” system controlled by governments.

For decades, ICANN (Internet Corporation for Assigned Names and Numbers) the non-profit organization that manages IP addresses and domain names has been overseen by the US Department of Commerce ... Most upset are those who point to the independent nature of the internet, and the need for any body with global power to be similarly indpendent. Later this year ICANN is set at long last to completely separate from the US government.
While this does hinge on US government approval, by the end of September, ICANN could instead be in the hands of businesses, individuals, and multiple global governments.
[The tacit concern is over US surveillance by the NSA etc. But how does control of domain names affect that?]
In February, Congress will hear plans for how the transition process could work. The current contract between ICANN and the government is due to expire on 30 September unless there are governmental protests about how the handover could happen, this deadline should be allowed to naturally expire.
The new arrangement, announced back in March 2014, would introduce a great degree of diversity of oversight, although ICANN insists that despite the involvement of the US government, it has still been able to operate independently.
