Crazy as this sounds, take a page from Cuba: offer increased benefits to people who turn in fraudsters. The ghetto neighborhood attitude of “don’t snitch” will EVAPORATE once they realize that if they can catch their neighbor cheating they could get enough SNAP benefits to legitimately eat steak every other night.
Oh yes, and re-legalize corporal punishment for nonviolent minor crimes...including welfare fraud. Jail time does nothing but move them from one government-sponsored location to another, doesn’t really scare them (our jails are hotels by world standards) and does squat-all to deter them from.
