N. Korea is developing nukes, and is behaving aggressively.
S. Korea has already had them for awhile but doesn’t want to use them. Will launch preemptively if N.K. makes it necessary.

The article says that the KMPR (or whatever) is the best option they have because they don’t have nuclear capabilities.....or am I reading that wrong?
