Assuming Trump is elected, by November 2018 the Cheap Labor Express will be long dead, so I doubt if this will be a factor in the midterms.
I expect Trump's first hundred days to be a swamp-draining the likes of which DC has never seen before. This is not a man who will take years to "study" problems.
