Yes, that statement is true, and Obama may just be doing that, but frequently when people (or potentially a nation) are being blackmailed, the basis/truth of the blackmail is not revealed. Such is the nature of blackmail.

Maybe they were paying Iran to conduct combat ops in Iraq or Syria, or maybe to refrain from it in Yemen, on behalf of the Saudis.
