A Chinese barbecue chef said two muggers followed him home from an Asian market one afternoon, robbed him of $700 and shot him in the right leg during the struggle. Another man said someone broke into his car and stole a backpack containing more than $1,200 from his beauty salon business. A woman said she and her husband drove to south Sacramento for an after-work massage, only to come out and find both their windshields shattered.

they initially believed many victims were not reporting robberies because of their involvement in “underground” economies such as illegal pot grows or casino gambling.

And sex slave prostitution. Is "underground" economy sort of like "undocumented" immigrant?

So, can we assume that these immigrants pay taxes on the cash they are raking in from their businesses?

That’s almost $2000 from what, one day?

Well, then, leave the Meadowview area and head yourself
to Stockton. Now, there is safe and peaceful community
and it is only 45 miles south.

I lived in Sacramento in the early 90s. Even then you didn't want to get lost anywhere near Martin Luther King, Jr. Blvd.

Jes' sayin'.

Late 80’s for me, North Sac.
Sac isnt really “safe”, its a big city full of predators.
Its better than a lot of other places in CA, but there are a lot of parts to avoid.

Maybe they need some Korean shop owners to move in to take care of security.

Old Sac, on the other hand, felt very safe.

Sounds like what goes on in Boston. Chinese “immigrants” pay for houses in cash. My sister-in-law’s uncle, who immigrated here from China and is a Korean War US Army veteran, views this with a jaundiced eye. He reflects on situations like this and says, “it took me years to save for my first house. If I worked under the table for years and didn’t have to pay taxes I could have afforded it a lot sooner”.
He lived the American dream and is to be admired and respected. My brother affectionately calls him “the Chinese-American Archie Bunker”.

Yes, most of the “old” parts of town, the square of leafy lettered and numbered streets between the rivers and the freeways are very nice and safe.
