If there is a Kardashev Type I civilization out there that is smart enough to notice us and smart enough to build a signally system to specifically target us, wouldn’t they also be smart enough to invent a signalling language that is easy to discern?
Seems kind of silly to go to all of the effort of sending signals across the universe if we can’t readily recognize them as messages and easily decode them.
if they sent us a signal after detecting us 99 years ago, they would have received/taken notice of us based on what they received in THEIR devices... that originated yet another 99 years previous... or around 1816... What events be may have triggered remote knowledge of our existence in or before 1816?
and if THEY did find us, how long were they looking prior to discovery?
If they had a magic telescope and could instantaneously interpret what they saw going on here in early 1800’s what would they think we were capable of discerning, technology wise that is?
probably not much. assuming we were advancing, they would be sending us data based on their monitoring what they could estimate our abilities might be... if we were ‘on track’.

Another concept could be (only theoretical)... is that there have been numerous ark scenarios in the universe, where the almighty, has seen to it that life is transplanted as the opportunity and need arises to spread life... and that others have been watching us since we were “seeded” during the ark/flood incident after the corruption of a perfected ‘garden planet’, or perhaps via genesis chapter one events of our history. The first family cast out of the garden...
It is also conceivable that supposed allegories in the bible are not allegories as we would think... for example, when the serpent (reptile) ‘satan’ revolts against the Almighty... he wraps his “tail” around 1/3 of the stellar heavens and casts them down to the ground, as the fallen... Perhaps 1/3 of the universe is in outright rebellion against the almighty and we are the current battlefield.
and are being watched in the inter galactic broadcast via pay per view! the 99 year delay is the guarantee that the bets are not fixed before the conflict is done.
