subject: immigration “re-set” plan for a trump administration

executive summary: upon assumming office the president shall issue such executive orders as may be necessary to implement the following: - rescind obama admin eos that contravene the intent of the u.s. constitution & applicable laws with regard to immigration - direct all government departments and agencies to faithfully execute the immigration laws of the u.s. - empower the dir, dhs to assume full responsibulity for the development, execution and monitoring of all immigration reqirements across all executive departments and agencies. - require the dir, dhs to provide a comprehensive assessment of u.s. border security and visa controls with recommendations aimed at identifying security gaps and recommending actions to close them. - the immediate deportation of all illegal/undocumented immigrants who are convicted felons or who have been determined to be involved in terrorist or subversive activities. - require all federal and state agencies, employers, educational institutions and social services agencies to report immigrants who are not properly documented. - require dhs to bring employers and “sanctuary cities” in compliance with applicable u.s. laws in the identification, apprehension/retention and reporting of illegal or undocumented imigrants. states or municipalities or employers who refuse will lose federal subsidies, contracts or be subject to prosecution. - require all illegal/undocumented immigrants (including visa overstays) to self-identify and report themselves to the dhs. - illegal/undocumented immigrants who do not self identify within the specified time period will be deported when identified. - require dhs to conduct a background check on all immigrants who self report. those who meet dhs standards re: legal status and work, tax, educational & skills history will be referred to their home countries for application to remain in the u.s. others will be deported. - countries with large immigrant populations will be encouraged to open temporary consulates in u.s. immigrant population centers for the purpose of providing a ‘sovereign locale’ where dhs-screened & approved immigrants can go to apply for re-admission to the united states. - the self-identification window will close in 12 months after which all identified illegal/undocumented immigrants subsequently identified will be deported.

details:

1. by executive order (eo) rescind all obama admin eos that directly or indirectly impact the execution of any provision of the u.s. constitution or laws of the united states with regard to border control, immigration, labor laws, education or visa enforcement.

2. by executive order direct all government departments/agencies to faithfully execute the duly enacted laws of the u.s. with regard to: o border control, immigration & visa control o the identification, reporting, retention and disposition of persons determined to be in the united states without proper authority: o this eo shall identify the following agencies for compliance:  department of homeland security  department of state  department of justice  department of education  department of health and human services

3. by executive order empower the director of homeland security to: o assume full responsibility for the development and promulgation of all us immigration policy across all us departments and agencies o insure the integration/coordination of all us immigration policy and related functions delegated to other u.s. departments and agencies o monitor the execution of us immigration policy to insure compliance and effeectiveness o direct immediate action where such execution is found to be deficient

4. require the director, dhs to provide (within 30 days) a comprehensive analysis of curent us immigration laws and policy to include us border physical security and visa controls. such analysis will identify: o existing securitiy gaps o actions required to secure the border and control the visa process. o recommendations that adress implementation of one or more of the following measures as might be required to secure each “security gap”:  the use of physical barriers  the application of technology  the improvement and/or addition of other equipment  the redeployment of existing assets and/or acquisition of additional assets/personnel  actions needed to efectively identify (perform background and security checks), monitor and track immigrants entering the us on temporary work or student visas.

5. require dhs to immediately begin deportation procedings on all immgrants who are felons or fugitives from justice.

6. require all law enforcement agencies, employers, educational institutions and social services agencies to report immigrants who are not properly documented.

7. require dhs to take immediate legal and administrative actions to adress the matter of “sanctuary cities” to insure compliance with applicable u.s. laws in the identification, apprehension/retention and reporting of illegal or undocumented imigrants.

8. require all undocumented or illegal immigrants currently in the united states (to include those who have over-stayed student or work visas) to report themselves to dhs within 90 days. upon such ‘self identification’ dhs will immediately initiate a background check: o to ascertain legal status o to document work, tax, educational & skills history o to assess social media activities

9. based on the results of the dhs background check and a determination of suitability immigrants will be: o identified for deportation or o be required to return to their home country (see below) to apply for re-admitance into the united states.

10. those immigrants deemed qualified for admittance to the u.s. will be required to meet certain minimum requirements that may include: o the payment of a penalty o an assessment of taxes due o reporting requirments o other language, training and/or citizenship standards

11. immigrants who self-identify and are subsequently found to meet the dhs background check requirements will be permitted to visit their country of origin embassy and/or consulate located in the united states (deemed to be the sovereign territory of that nation) for the purpose of applying for re-admission to the u.s. to this end said countries will be encouraged to open multiple “temporary” consulates located in u.s. immigrant population centers to expedite this process.

12. after a period of 12 months all immigrants who have not self-identified will be subject to immediate deportation.
