Executive priveledge only applies to the president, not the Secretary of State. What am I missing?

It applies to all communications within the Executive Branch, but most strongly to communications to and from the President, and to military affairs and foreign relations.

However it wouldn’t affect such things of interest as whether an email was classified, just it’s content.
