THAT is intent!
The Law, 18 USC 763(f) has no requirement for “Intent”.
“(f) Whoever, being entrusted with or having lawful possession or control of any document, writing, code book, signal book, sketch, photograph, photographic negative, blueprint, plan, map, model, instrument, appliance, note, or information, relating to the national defense, (1) through gross negligence permits the same to be removed from its proper place of custody or delivered to anyone in violation of his trust, or to be lost, stolen, abstracted, or destroyed, or (2) having knowledge that the same has been illegally removed from its proper place of custody or delivered to anyone in violation of its trust, or lost, or stolen, abstracted, or

Hillary is guilty of a felony. “Whoever, being entrusted with or having lawful possession or control of any document...” Comey testified that some of the email messages were marked classified. There is no doubt. But the Justice Department is controlled by the executive. The corruption is so deep that neither law (Congress) nor our legal foundation, The Constitution, are controlling. Our government is an autocracy, not representative and not constrained by our Constitution. Intent is being used to throw a little snow to leave those who haven’t seen the law assuming that some trustworthy pundit on any of the media or by a Congressman assumed to be trying to corral her will know the law. This is an example of pay-to-play. Follow the money. Everyone is corruptible, and those who may actually honor their oaths our not only risking their political futures, their families and are at risk.
