I’ve got two words: Eminent domain. If there is a good use for E.D., this is it.

I still expect a lot of landowners will hold out for more money and litigation may take 12 to 18 months or so.

And they should given all the federal abuse pushed onto them and their property over the decades. They should be paid at least 5x the property value.
