Except that if he really hopes to see Bernie on the ballot then it’s getting very late in terms of ballot access deadlines. According to this site, 20 states will pass their deadlines by early Sept. and most states will pass their deadlines by late Sept:

However, the site does indicate that courts and state election officials have shown a lot of flexibility on the subject of ballot deadlines in the past.

The best time would be a day or two before the first debate. The leak would become the focus of the debate and Hillary would have little time to spin it. The audience would be huge.

Waiting until October would lessen the impact on early voting.
