I did post a snip and link to article about this, and it does not seem like a bad think Perry is proposing. Reminds me of CERT training. The way lawyers are now, liability is something that needs to be taken into consideration even in rescue ops. Wish it wasn’t so, but it is. That is one reason why most Fire Departments are having fewer volunteers and more hired.
