I was stationed in South Korea in 1985. It looked to me that, along the DMZ, any bit of flat land that wasn't farmed was a minefield (and all the trees had been cut done). I would guess on the Nork side the whole border area's been a minefield for a long time. This news is not surprising. Communist countries has been shooting people trying to leave for a long time.
Landmines don't last forever and North Korea is having another famine. They may be using landmine replacement and upgrade as a domestic propaganda opportunity.
