Virginia's highest court ruled in July that governors cannot restore rights en masse, but must consider each offender on a case-by-case basis.

13,000 looks like en masse to me. Sounds like contempt of court. How can you instantly evaluate 13,000 individual cases and use an auto pin to sign their restoration orders? Mockery of justice.

Why should felons that served their sentence and are working, doing what they gotta do not have rights?
