The problem with what you say about who decides is that Trump didn't go to West Virginia when the rain bomb killed 23 there. Or Houston when 12 died in the fifth rain bomb to hit there in less than a year.

Can't speak for Houston, but glad he didn't come to WV. Was bad enough when Rep. Mooney (R. WV 2) showed up. Went to help friends down there. Access to damaged areas was severly limited and Nat. Guard clean-up convoys often stopped traffic for hours.
