Yes, he is going to Louisiana. Being much more Presidential that Obama could ever be.

Trump and Pence are going to Louisiana for a fly over and meeting with local officials. I believe Trump will facilitate arranging outside (private) help, and won't say a word to take credit for it. Word of mouth will certainly get around the local community, and might even leak into the press.
