Powell and his buddy Weinberger are partly responsible for the deaths of 241 Marines. Their decision making process included sentries being "unarmed" at the gate. This was their compromise (Due to not wanting a presence at all in the airport). They lost that argument, but Weinberger/Powell wanted to go in soft and got "their wish".
