Could the small rallies be on purpose? How much do they publicize a rally prior to it happening?
Makes no sense except that she’s maintaining a lead (maybe) so why take the chance that she will be embarrassed in an event she has less control of.

I saw the look on her yesterday at a stop with Joe Biden.

Mrs. Bill doesn’t have to fill a gym; people who like her aren’t interested in seeing her in person. But they will vote in force.

I believe Goldwater had big rallies in 1964 too but people were fearful of him.

This isn’t really a “strategy” it’s just because she can’t draw a crowd. Her events are planned out well in advance, just like Trump’s, yet he draws thousands, and she draws sometimes just dozens or a few hundred.
No politician would deliberately have small events.
That is simply not true. How dare you impugn the character of these upstanding voters. They have never turned out more than 110% in any precinct and I suspect that will be true this year.
