It would be rather funny if Obama’s signature were found on the founding charter documents of ISIS.
Not that I think there is anything so blatant, but Obama policies (implemented with Hillary) led to the rise of ISIS as surely as the Treaty of Versailles led to the rise of Hitler. Actions have consequences.
Obama signed Executive Orders authorizing support for the Syrian “rebels” (who the US government knew from the start were dominated by jihadist groups that later joined to become ISIS - according to recently released Pentagon documents).
