Absolutely. Should have been blue handled guns or rubber duckies. In the military they don’t even issue a crate of live rounds if they issue blanks. They have to be totally separate deliveries. To have this happen is 100% inexcusable.

The 1st Law: The Gun Is Always Loaded

The 2nd Law: Never Point The Gun At Something You Are Not Prepared To Destroy

If you’ve done your safety-check and are absolutely sure that your gun is unloaded, that does not give you the go-ahead to be careless with it. Remembering the first rule, The Gun Is ALWAYS Loaded, you should never point it toward anything that you are not prepared to destroy.

Been to the range with those in enforcement? They wave guns around and take weapons off the firing line with rounds in the chamber (unloading them when they are behind others). I am not surprised at this at all. How many who join the force have actually grown up around firearms or previously passed an NRA safety course?

When you have a careless system, those "snap decisions" are generally careless.
