Congress has no power to pull candidates out of a presidential race or to allow or disallow candidates to be in the debate.
You are overly concerned about both these two. McMullen, the new (Mormon) "conservative" candidate, is a complete non-factor, especially after such a late entrance. Gary Johnson, the Libertarian candidate, will get at most a few percentage points of the vote in the general election, and will not qualify for the debates because he won't poll anywhere near the required 15% he needs to be included.
All the Elites are doing is outing themselves as traitors and liars and pissing off We The People. They’ve shown the American people that they are sewer feces and have outed themselves to be forever despised. They win nothing and are too stupid to realize they’re toast.
A Johnson supporter was on Fox Business this afternoon - he actually put forward this scenario with a straight face - Johnson wins enough small states by a whisker - Utah and apparently one or two others - that neither Hillary nor Trump end up with enough votes to win outright - this puts the election into the House, where the ‘rats won’t want Trump to win and the Repubs won’t want Hillary, so they both turn to Johnson and he becomes president - no amount of therapy from the host could cure him of his delusion.....

The debate folk ere talking about tweaking the rules to let him in. I can’t imagine that would be allowed.
