Yes. In the PI an employee must be regularized after 6 months, hence “endo” contracts terminate before that.
The US has similar rules, also varied by state, contractual employees usually have to be regularized after 1 year or 18 months, and of course there are hourly limits to qualify for mandated benefits, etc.
Duterte is a populist president.
He is also a Visayan. They talk like that. Sometimes they act like that.
