Tokyo Rose was pardoned by Ford. She was actually from the US and just in Japan visiting family. I guess she had no choice.

BTW, there were several of them, not just one.

It’s ALWAYS a choice.

Either cooperate, or do not. It’s still a choice.

She should not have been pardoned. Young American men died while she helped the enemy, and then went on to live out her life.
