That's a very good question.
All funds must be appropriated by Congress.
Where's the appropriation bill?
What I think probably occurred is the money was just
ordered to be printed up and the Obama crew just went
went down to the Bureau of Engraving and Printing,
loaded the pallet of cash onto a truck and drove off.
And another thought just occurred: What if Obama ordered
five hundred million dollars printed and then just
skimmed off one hundred bucks for himself and delivered
other four hundred million to the Iranians? I've said
in the past, don't be surprised if two years from now
Obama is worth two or three hundred million bucks. The
media will never question him on where it came from.
It’s just paper to them and it costs the government pennies to make.
BUT giving that paper away to those who provide no actual goods/services is basically theft from ALL working (or retired) people on Earth.
And this $400M is chump change in the overall picture. The bailouts and Q.E. gave the elites $Trillions in free paper.
