He casts the attractor fly, moves it around their home water and makes them very angry. They lose control and strike his fly in anger.

Then, he sets the hook and brings them in with the fly hooked in their gaping/stupid lips in full view of the tv cameras.

After landing them for the world to see them with his hook in their gaping mouth, he lets them go! Think of Jeb during the primaries.
