I'm sure they probably have all of the emails but have no intention of releasing them until they get all the use out of them they can.

Only if Hillary wins the election will the Russians' cache of e-mails become truly valuable as blackmail material. The Russians want Hillary to win. They don't want to have to deal with The Donald.
