They can't deport him. The conquerors MUST allow the people they conquered into the home-land. If you read you history you will understand then why the French, Spanish, Portuguese and British ended up ALL over the world...and how those third world folks ended up in the "mother" country.
NOW those conquered folks are a problem for the mother land.

The Germans didn't colonize but then, they weren't a country until 1860..and the groups of principalities and duchies simply didn't have the wherewithal to fund any conquests.
