What I heard on TV after this most recent mass killing in Germany:
Media person #1: Germany has very strict gun laws! Incredibly strict! It’s like France for gosh sakes! How could this person possibly get a gun??
Media person #2: There is an enormous black market. Guns are easy to get. If you know the right people, you can get anything you want. Anything.
Media person #1: Well, maybe they need to toughen up those laws!

That is the basic truth of most things. Guns, explosives, drugs, information, people. Over the course of the 20th Century, Germany had massive armies battle on and occupy its territory. There are enough weapons secreted away from the last war to equip an army.
