Agree completely with your list. Here’s a problem I see with it though - after 25 years in the private sector small defense business arena, I can assure you that most, probably as many as 60% of the mid-level DoD program managers are EEO placements. That may be a brief too far even for Newt.

One thing about transportation - that involves boarders, international travel and transport, and interstate freeways, airports etc. That might need to stay but trimmed down a whole lot. And Weights and Measures should fit in there someplace, for standardization.
