Cant tell if those are German car plates.
I do believe German plates are white background with black letters/numbers. If the car is from Munich, the plate will start with a “M” in caps.

Considering how these “refugees” view the female, and feeling of entitlement to use the female in any way he sees fit, your description is right on target.
Their signs are literally making them a target that these “refugees” want to hit.
