So not only poor judgment, but a bad shot as well. At least he didn't hit the widow in the window across the street.
I guess there was no good explanation (shooting someone while he is laying on the ground with his hands up in the air), so this is the best they could come up with.
They should have gone the PTSD route and said that he was having flashbacks of his days in 'Nam, and thought he saw Charlie running across the street at him... Either that, or he ate a bad mushroom that morning.

Praise the Lord that no one got killed (although the guy who got shot in the leg has reasons to be pissed off).

Maybe the cop didn’t know the gun was loaded?

Gee, really makes folks want to call the cops in event of a home invasion robbery. But one would hope at least, that after the cop shoots all the family members (and their dog...don’t forget to shoot the dog), the cop might also find time to shoot the bad guys too.
