I think it is a little more than that. The larger protests over the past few months were gatherings where the police were not arresting protestors. Rather, they were allowing them lots of room (and allowing rock throwing at police, etc.), just like the carnival earlier in Baltimore. Cleveland PD made it clear protestors would not be allowed to misbehave and WOULD be arrested. Pretty much ended the protests. It will be interesting how protesting is handled next week in Philadelphia. Of course, in this case media will do all it can to avoid reporting anything negative or controversial. Gosh, I hate the liberal MSM!!
