That was my impression, too. I really think Cruz went long. I believe he really did submit only a 9 minute speech and then got out there and went over 20 minutes.
I'd guess this caused Newt to cut his own speech short to stay on track.

A couple minutes ago, a talking head on Fox said that the speech Cruz submitted did have an endorsement in it. When he gave the speech, it was eliminated. Not sure if it’s true, but it was just reported.
