Sorry, but I have trouble delineating ‘legitimate targets’ from other targets during an ILLEGITIMATE WAR. If someone can point to a SINGLE INSTANCE of where Serbia attacked us, or even threatened us, I might change my mind.
We had no GODDAM BUSINESS there, and if SAMs were fired, that was OUR FAULT for being there in the first place.

The military is bound to execute all lawful orders. They do not have the authority to pick and choose their wars—and we don’t want them to.

I get your passion but do not get the anti-American tone and blame, and certainly don’t understand the “if” qualifier remark about SAMs, as SAMS were fired and did fall on their own people—fact. (I was part of a UK/US BDA and targeting team. Seen it from the ground)
Like I said, I get (and support) your Clinton loathing. I just don’t blame the military or the US.
