What the Hell is this? The Constitution was written to prevent this kind of "good king/bad king" B/S. When you have to depend upon the good will of those in power, you are no longer free.
Many states, and the feds, have so many interlocking and vague laws that it is discretionary whether they haul you in at any given time.
