They can expel them. They just don’t want to expel them. The can outlaw sharia and bar anyone who advocates it from living in the country and expel them if they are already there, even if a “citizen” — since it’s treasonous. Traitors can be stripped of citizenship. Refugees can be sent back.
My point is though, there is not the strength of will necessary to expel the vermin.
