The rules were changed to keep Rand Paul from being considered.
The rules, if changed, WOULD have put Cruz or Bush name up for vote THIS year. The rules they attempted to implement would only have benefited those with name recognition in closed primaries.

Not rule 12, which was the big deal. Rule 12 lets the RNC change the rules whenever it wants, without a vote of the party.
