yeah, but lots of people DID vote for it for that reason because they stupidly believed the propaganda about what a wonderful revenue source it would bring to Colorado.
It’s a pretty new industry. I wouldn’t make any conclusions about its success or failure at this early stage. The savings in wasted law enforcement expenditures is more than worth it.
