One of my local departments puts something similar on people for their mug shots. I assume its an attempt to get people to look at their face, and not the color of their shirt, etc.
And I’m just guessing, but maybe it makes it easier to enter into a facial recognition database, etc.
Fella is right - it is the standard practice for all booking photos by the Collin County Sheriff’s Office. Helps keep defense attorneys at bay when they are used in later photo lineups if all the pictures are the same style and hide neck tattoos or lack thereof.
