Is that a towel around his neck? Covering up gang tats?

He’s probably in a Mexican gang and the towel is covering the proof of that.
You have to clean the optics.

Some department put a drape over a suspects shoulders for various reasons, enhance facial lighting, cover-up nakedness or tats.

One of my local departments puts something similar on people for their mug shots. I assume its an attempt to get people to look at their face, and not the color of their shirt, etc.

And I’m just guessing, but maybe it makes it easier to enter into a facial recognition database, etc.

Fella is right - it is the standard practice for all booking photos by the Collin County Sheriff’s Office. Helps keep defense attorneys at bay when they are used in later photo lineups if all the pictures are the same style and hide neck tattoos or lack thereof.

Of course, if you are the state attorney general and a friend of the judges and prosecutors, you might get to have your picture taken in coat and tie. http://www.mystatesman.com/news/news/ken-paxton-booking-could-be-delayed-report-says/nnB2S/

Doesn’t everybody wear a turtle neck sweater, in mid July, in Texas?

I had basic training in July and August, in Texas.

Rather warmish.

Yes... Collin County does that for all the mug shots... (unless your name is Ken Paxton.)
