Sure he can. He does EVERYTHING without Congressional approval and they never say “boo” about it.

As Commander in Chief he orders the Navy to abandon the post. The Cubans come in, reclaim it, and send the remaining prisoners off to other destinations. Entirely plausible IMHO.
