KARE claims they did verify his CC permit thru Hennipen County. What they also found was he sure got pulled over a lot:

“Castile had 79 different charges – all of them vehicle and traffic stop related. More than half of them – 48 – eventually were dismissed.

Castile was found guilty 31 times of misdemeanors or petty misdemeanors. The charges included driving on a suspended license, no proof of insurance, and seatbelt and parking violations.”

also, I don’t know if anyone else noticed, but I watched that video a dozen times and never once noticed the gun laying on his thigh - I thought it was his wallet and mentally dismissed it.

Ah, good catch! Thanks, that answers one of the questions that have been asked.

Here's what the article says:

None of Castile’s charges or convictions involve guns, violence, threats against or fleeing police. Since he didn’t have any felony convictions, he was eligible to apply for a permit to carry a weapon. Sources confirm that Castile had received a valid permit in Hennepin County.

The shooting was in Ramsey County. But, Castile lived in Hennepin County at some point, and apparently got the permit then. It remains valid throughout MN until renewed.
