I don’t think many people understand how many ghetto folk don’t (and can’t) even read tabloids.People in prison ministry know. The guys at my church say that the majority of inmates (all races) in their programs can't read at a basic level.

Absolutely; they simply have no role in a modern society if they can’t even read at an elementary school-level.
