End plan- I can see tactical team rolling up on gunman in an MRAP style vehicle (mine resistant armor protected) and eliminating active gunman.

It’s the Ferguson Effect at work. I live in Dallas County, and the effect at the street level is noticeable. Thugs, ferals, illegals, and street urchins have become bolder than usual, as the police have backed off.

This is sounding like ISIS. One female suspect. Multiple suspects. But could be another radical group.
You couldn’t pay me to be on the streets in this environment. I have a cousin who is currently a street cop. I can’t imagine how his wife deals with it daily.
