Unfortunately, even though the elites are the ones who inspired a lot of racial radicalism among non-whites, these attitudes have taken on a life of their own and will remain even after the elites are gone, as in Zimbabwe.

Similarly, the success of radicals like Hugo Chavez, Rafael Correa, etc. in Latin American countries is as much racial as it is ideological, it's the revolt of the Indio/Mestizo class against the ruling "Blancos." The instincts are there even without turncoat Blancos to egg them on.
