Now the next question comes out. If a person engages in behavior that indicates a question as to their trust in handling sensitive information, those people are normally stripped of their security clearance and disallowed access to sensitive information. How can a president handle his/her job without being able to view and write sensitive information all the way up to top secret needs?

And what other sanctions are there related to the punishment for the openly instructing subordinates how to by pass a government computer security system?

Presidents are not vetted for being security risks. Their election is considered the will of the people.
