Any Prosecutor, who does not want to tilt with windmills, will consider the problems in a controversial situation, before he seeks an indictment. The fact that the public does not understand the thought process that goes into prosecuting any case, criminal or civil, does not mean that there is no thought process involved.

This said, it is entirely possible that James Comey saw many aspects in today's announcement, that you are overlooking. It not just possible, but probably, that he has locked Mrs. Clinton & the Administration into a distinct disadvantage for this fall.
